We help organizations earn the public trust, navigate government, build stakeholder support, and execute strategies that make major projects possible.
Lindahl Group is a strategic public affairs advisory led by Dennis Lindahl, helping organizations navigate the complex intersection of business, government, media, and the public. We partner with companies, associations, and institutions facing high-stakes policy, regulatory, and public engagement challenges, providing coordinated strategies that extend far beyond traditional lobbying.
Unlike firms that focus solely on legislative advocacy, Lindahl Group integrates government relations with strategic communications, media relations, community engagement, economic development, workforce strategy, and issue management. Every conversation, every stakeholder, and every message supports a unified objective: helping clients move important projects from concept to completion.
Whether advancing critical infrastructure, supporting energy development, expanding manufacturing, recruiting investment, or navigating complex regulatory environments, Lindahl Group delivers the strategic counsel and hands-on execution organizations need to build consensus, reduce risk, and achieve lasting results.
For nearly 20 years navigating the intersection of business, government, and public opinion, from national Fortune 500 campaigns to the committee rooms of the North Dakota Capitol.
Dennis Lindahl's career began at one of the nation's largest public relations and public affairs firms, in a crucial, politically charged, swing state assisting with the managing of national-level campaigns for Anheuser-Busch, AT&T, Philip Morris, Kraft Foods, Diageo, and General Motors.
That national experience came home to North Dakota in 2009, and has since expanded to include regional businesses, public-private initiatives, and organizations navigating the state's most consequential policy environments.
Successful projects are built long before a legislative vote is cast. They advance by earning trust, aligning stakeholders, navigating government, shaping public perception, and bringing business objectives into harmony with community priorities.
That foundation in political campaign management, legislative advocacy, and government affairs sets us apart from firms whose experience runs no deeper than a career inside state government.
From there, Dennis built outward — into issue management, stakeholder engagement, strategic communications, and reputation management — developing a broader perspective than lobbying alone provides. He knows how to shape public opinion and build support among policymakers at the same time, because the two are rarely separate problems.
Clients benefit from that full range on every engagement. Whether the goal is advancing legislation, securing a budget appropriation, building a coalition, managing a public issue, or cultivating relationships that outlast a single session, Lindahl Group builds strategies meant to hold up well past the gavel falling on sine die.

Nearly 20 years navigating government — from national public affairs work with Fortune 500 & Inc. 500 Fastest Growing companies to grassroots advocacy on North Dakota's legislative floor.
We offer government relations built on trust, not generic consulting.

Legislation is won before it's ever drafted — in the relationships built before session, not the eleventh hour. We work face-to-face, understand North Dakota's citizen-legislators, and skip the mass emails and algorithms other firms rely on. We take clients and issues right to decision makers.

As a boutique firm, Lindahl Group draws on a network of trusted, local experts. Rather than relying on a fixed team, we assemble the right specialist for each project.
Our network spans experts in social issues, media, international business, education, and technology.
Results come from relationships, not algorithms.
We don't rely on new technologies, social media campaigns, nebulous online polling, or mass email blasts to influence legislators. Those tools generate noise, not outcomes.
What moves a bill — or stops one — is personal contact: relationships built over years with the legislators who vote, the stakeholders who carry influence, and the media contacts who shape the narrative. That's where our focus has always been, and it's why our results are genuine, not manufactured.
With first hand experience as a local elected official, we know, North Dakota's legislators aren't career politicians. They're family men and women, farmers and ranchers, business owners and veterans, local leaders and first responders — citizen lawmakers who return to the Capitol every other year because they're community-minded and driven by a genuine desire to serve. Effective advocacy starts with understanding that. It's not about pressure tactics or talking points — it's about respecting the values that brought them to public service in the first place: honoring service, leading by example, and putting community first. That understanding is what makes a relationship genuine instead of transactional, and it's why our approach works session after session.
We don't just understand politics from the outside looking in — we've built campaigns from the ground up. Grassroots organizing and grasstops outreach. Walk-and-talks, door-to-door canvassing, and get-out-the-vote operations. Candidate campaigns, local ballot initiatives, and petition drives. Literature drops, letters of support, fundraising, coalition organizing, and the message development and transmission strategy that ties it all together. That ground-level experience is what separates real political instinct from textbook theory. We know how public opinion actually shifts, how a volunteer base actually holds together under pressure, and how a message actually reaches the people it needs to reach — because we've run those operations ourselves, not just advised on them.
Legislative Monitoring & Bill Tracking
We watch the bills that matter to you from pre-filing through sine die, so you're never reacting to something you should have seen coming.
Direct Lobbying & Testimony
Registered representation before legislative committees, agencies, and leadership — written and oral testimony, amendment strategy, and floor counting.
Coalition Building & Stakeholder Alignment
Most bills succeed or fail on who else is in the room. We identify and organize the allies your position needs before the hearing, not during it.
Interim Engagement
The interim isn't a dead period — it's when interim committee studies set the agenda for the next session. We engage now, while the groundwork is still being laid.
Session Readiness Audits
New to North Dakota or new to its legislature? We assess your exposure, your opportunities, and what a realistic 2027 strategy looks like — before you've committed to anything.
Most lobbying relationships start in December, when the roster is already set and the agenda is already written. North Dakota's biennial calendar means the real positioning work happens now: interim committees are studying the issues that will become 2027's bills, and the Legislative Management Committee is deciding which studies move forward.
Organizations that engage during the interim show up to session with relationships already built and a strategy already tested — not a binder of talking points written the week before.
The organizations best positioned for January 2027 are building their strategy now.
Let's talk about what that looks like for you.

We understand the nature of politics because we've lived it from the ground up — not from behind a desk.
Trust is earned through consistency, honesty, accountability, and results. We tell clients what they need to hear, not just what they want to hear — because a strategy built on wishful thinking doesn't survive contact with voters, media, or opposition research. We're upfront about timelines, costs, and odds from day one, so there are no surprises when it matters most.
Government relations work depends on trust — and trust depends on knowing exactly who else is in the room.
North Dakota law requires lobbyists to publicly disclose their clients.
Before you hire — or continue with — any lobbying representation, you're entitled to know whether your interests are competing with someone else's.
We encourage you to verify your current representation and ensure your interests are not competing with others.
You can verify current lobbyist registrations directly through the North Dakota Secretary of State's FirstStop system.

'What I like about Dennis is he isn't afraid to ask the hard questions and get to the heart of the matter quickly and work to find solutions to problems from angles that many people don't take time to see'
Jeff Holcomb - Larson Engineers/PVE Sheffler

As a member of the City Council, Dennis impressed me as a hard working and creative council member. At a time when the City faced so many challenges, Dennis brought fresh ideas to the City Council. I was very impressed with his leadership.
Earl Pomeroy - Senior Counsel, Policy Advisor, Government Relations, Alston & Bird LLP

If you want a person who is passionate about his work and doing the right thing for his customers than Dennis is the person. I work with Dennis on a regular basis and his knowledge of North Dakota and North Dakota business and governmental affairs is second to none. Dakota PR is truly a Public Relations company. Understanding politics also means understanding media — messaging, journalism, and how a story actually reaches the people who need to hear it, whether through terrestrial radio, broadcast, or podcasting.
With seven years as a professional broadcaster on one of North Dakota's most popular political commentary shows, simulcast as a podcast, and as an editorial contributor to some of the state's largest publications — including opinion editorials, letters to the editor, press releases, and countless guest media appearances — we bring direct, working knowledge of how North Dakota's media landscape operates.
That experience means we know how to distribute a message to the right audience, through the right channel, at the right moment.

Lindahl Group is the government relations and lobbying practice of Dennis Lindahl, built specifically for organizations that need a registered lobbyist who understands the Capitol, the calendar, and the people in it — not a generalist communications vendor who also happens to do Bismarck.
We work at the intersection of policy and outcome: tracking bills before they're introduced, building coalitions before testimony is needed, and giving clients a clear read on where a proposal stands long befor
